Departments

• Administrative Services Department

  Provides financial information, policy analysis, and recommendations. Handles citywide accounting, payroll, budget development, and the annual Capital Improvement Plan.
• Animal Services Department

  Advocates for animal welfare, manages approximately 8,000 animal intakes annually, and provides adoption, foster care, spay/neuter, and community education services.
• Building & Life Safety Department

  Supports construction permitting, plan reviews, and inspections of construction, plumbing, electrical, and mechanical work to ensure code compliance.
• City Manager's Office

  Oversees city operations including performance analytics, public information, violence prevention, and environment & sustainability initiatives.
• Code Enforcement

  Enforces property maintenance codes, manages graffiti removal, residential rental inspections, hotel/motel permitting, and abandoned vehicle abatement.
• Economic Development Department

  Supports a sustainable local economy by creating jobs, attracting investment, managing city-owned property, and overseeing housing assistance, parking, and downtown events.
• Human Resources Department

  Manages recruitment, benefits, training, and employee relations for approximately 1,400 full-time city employees across 14 departments.
• Municipal Utilities Department

  Provides water, sewer, and stormwater services to more than 50,000 connections in Stockton.
• Office of the City Attorney Legislative

  Provides legal representation and advice to the City Council and all city departments, boards, commissions, and committees.
• Office of the City Auditor

  Provides the City Council, management, and employees with objective analyses, appraisals, and recommendations for improvements to City systems and activities.
• Office of the City Clerk Clerk

  Manages official records, legislative processes, elections, public records requests, and connects the public with local government.
• Planning & Engineering Department

  Handles permits and services related to planning, engineering, transportation, and encroachments for the City of Stockton.
• Public Works Department Public Works

  Manages street maintenance, streetlights, city vehicles, traffic planning, garbage and recycling, and capital improvement construction projects.
